How does an anti-static bag work?
What is static?
Static electricity is generated by friction between two surfaces. The friction causes stripping of electrons from one surface and adding electrons to the other. This is called tribocharging.
In normal working & assembling line, when a person walks across a dry plastic or carpet floor wearing rubber soled shoes, the contact and separation process of the shoes with the floor creates static charge. The static charge sparks ESD when hand touching a grounded metal surface such as tools or door knobs.
The pink anti-static bag's oil-based anti-static additives that prevent releasing their positive and negative electrons under tribocharging action like friction, rubbing. They prevent a charge from being held "static" on the surfaces of the bag and also have the ability to dissipate a static charge to ground. This keeps charge (static electricity) from building up on the package or the device.

Anti-Static bags are "non-tribocharging" - meaning that they do not create static electricity in and of themselves. They will not generate a "spark" when opened, closed, filled, emptied or handled. However, they DO NOT protect the component inside the bag from external static electricity. They are recommended for use with non-critical components that are being handled in a static sensitive environment, for example parts kits or instruction packets.
How Pink Poly Anti-static Bag Works?
The smooth and slightly greasy feel of the anti-static bag is given by the oil-based additive inside the PE film. The anti-static additive have a little polarized magnet which consisting of a negatively charged -OH. It attracts H from moisture in the air. The -OH and extra H become H2O on the surface of the film. The two little hydrogen tails attract relative humidity. This is now very stable and water is conductive to the static charge.

Anti-static bag is not recommended for protecting sensitive device or semiconductor chips directly.
Anti-static bag can be used as strategic zone for support and packaging materials. Pink anti-static bag can be used on EMS assembly line equipped with grounding device and sensitive IC is being isolated or encapsulated.
Anti-static bag cannot act as major ESD protection without other support environment such as cleanroom, grounded device and proper training.
